			<description>[Closed on  3 December 2012]&lt;p&gt;In February 2011 the council launched its &amp;quot;Get H&amp;amp;F Moving&amp;quot; campaign and introduced plans to improve traffic flow and reduce congestion at the junction of Fulham Palace Road and Hammersmith Gyratory. This was successfully implemented in March 2012.&lt;/p&gt;
&lt;p&gt;Following on from this scheme we are pleased to inform you that the council has secured further funding from Transport for London (TfL) to improve traffic flow and pedestrian safety along the Fulham Palace Road and Fulham High Street corridor.&lt;/p&gt;
&lt;p&gt;Consultation regarding Section 1 and Section 2 of the corridor, between Talgarth Road and Fulham Road, was undertaken in September 2012. This consultation regards Section 3 of the corridor between Fulham Road and Putney Bridge Approach.&lt;/p&gt;

			<title>Council Tax Support Consultation</title>

			<description>[Closed on 15 October 2012]&lt;p&gt;&lt;strong&gt;Introduction&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;At present, if someone within the borough requires assistance with paying their council tax, they can apply for council tax benefit.&lt;/p&gt;
&lt;p&gt;From April 2013 the Government is abolishing the current national Council Tax Benefit (CTB) scheme and all councils have to replace it with their own local scheme called Council Tax Support (CTS).&lt;/p&gt;
&lt;p&gt;The government will provide funding for this scheme less 10% of the current cost. Current indications are that this will reduce funding by approximately &amp;pound;1 million in Hammersmith and Fulham.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Hammersmith and Fulham&amp;rsquo;s Proposals&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Council has the option of reducing the Council Tax Support it offers to some claimants or it can decide to absorb the cost itself. The Council is &amp;nbsp;proposing to absorb the cost of the changes and implement a scheme that ensures nobody is worse off.&lt;/p&gt;
&lt;p&gt;The Council is consulting with residents from 16 August 2012 to 15 October 2012 to find out their views to this approach.&lt;/p&gt;
&lt;p&gt;A final decision, based on the&amp;nbsp; responses to the consultation, will be made by the council&amp;rsquo;s cabinet on 14 January 2013 and the scheme will be adopted on 1 April 2013.&lt;/p&gt;
&lt;p&gt;A broad outline of the draft scheme is available on our website.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Who will be affected&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The government have prescribed that within our scheme, we must ensure that no pensioner is worse off.&lt;/p&gt;
&lt;p&gt;This means, that if we were to pass the cost on to those currently claiming council tax benefit, we would need to collect the additional debt from working age claimants only.&lt;/p&gt;
&lt;p&gt;Within Hammersmith and Fulham, there are approximately 5,500 claimants of pension age. This means that the remaining 14,500 claimants would have to absorb the cost &amp;ndash; which would mean these low income households have an additional bill of about &amp;pound;110.00 per year.&lt;/p&gt;
&lt;p&gt;It is the council&amp;rsquo;s view that it will be too problematic recovering this debt and it is for this reason that it is proposing not to pass this burden on to this section of the community.&lt;/p&gt;
&lt;p&gt;Therefore, no claimants are affected if the council takes the approach it is proposing.&lt;/p&gt;

			<description>[Closed on 22 May 2013]&lt;p&gt;Like councils across the country, Hammersmith &amp;amp; Fulham Council is working hard in this tough financial climate to safeguard our limited budget. &amp;nbsp;We therefore have to look closely at all council buildings and investigate any that are not cost-effective and poor value-for-money. The Edward Woods Community Centre&amp;nbsp;is a great asset to the community and we have been looking at ways to make it more sustainable.&amp;nbsp; In the past the centre has heavily relied on short term and occasional bookings and we wanted to find a way to generate a more reliable and regular income.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;A proposed solution is to maximise on the office space, finding a compatible organisation who would be interested in taking a long lease for office space, whilst allowing the activity space to remain available to the local community.&lt;/p&gt;
&lt;p&gt;Hammersmith and Fulham Action on Disability (HAFAD) need re-housing and would be interested in relocating to the community centre on this basis. HAFAD delivers a range of services to disabled people including&amp;nbsp; 1-2-1 advice, support services and group activities. HAFAD is keen to work with the local community to develop new opportunities and services. More information about HAFAD can be found on their website:&amp;nbsp; &lt;a href="http://www.hafad.org.uk"&gt;www.hafad.org.uk&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;For the building to be able to accommodate HAFAD and still meet the needs of the community, there will need to be some structural changes made to the community centre.&amp;nbsp; The main hall, caf&amp;eacute;, cr&amp;egrave;che, outside space and multi-purpose activity rooms will remain, although some may move location, and they will continue to be hired on the same basis as before. The majority of the work is to make the most of previously under-used storage and office space, to make necessary repairs, improve accessibility and, it is hoped, to make the caf&amp;eacute; area more viable. Proposed plans are available on request or can be viewed at&amp;nbsp;an open day&amp;nbsp;at Edward Woods Community Centre on Tuesday 21st May 4 - 6pm, when you can also meet with HAFAD, architects and council officers to ask any questions.&lt;/p&gt;
&lt;p&gt;If approved, building works would be proposed to take place after April 2014 to be completed by autumn 2014. It is planned for the community centre to remain open and for there to be as little disruption as possible.&lt;/p&gt;
&lt;p&gt;We are therefore seeking views, particularly from community centre hirers, users, local residents and stakeholders on the proposed changes to the Edward Woods Community Centre. We look forward to hearing from you.&lt;/p&gt;

	We are seeking your views on fundamental changes proposed by Hammersmith &amp;amp; Fulham Council to its approach to affordable housing. Chief amongst these are changes to the way we prioritise affordable housing for prospective new tenants and introducing fixed term tenancies.&lt;/p&gt;

	Our over-arching approach is set out in the &lt;strong&gt;Draft Housing Strategy&lt;/strong&gt;. This short document sets out in straightforward terms what the Council is seeking to achieve and why. Our three objectives are to:&lt;/p&gt;

		Deliver major economic and housing growth&lt;/li&gt;

	&lt;strong&gt;Draft Tenancy Strategy &lt;/strong&gt;sets out our commitment to fixed term tenancies, with older people and people with special housing and/or health needs still being eligible for secure tenancies&lt;/p&gt;

	&lt;strong&gt;Draft Homelessness Strategy &lt;/strong&gt;sets out our continuing commitment to meeting our statutory obligations through accommodation available both in the borough and outside it.&amp;nbsp; For existing Council tenants, apart from our commitment to improving the services they receive, very little will change in respect of their existing tenancy rights.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
	Your comments will help the council to shape plans for the way that it manages its housing approach and its own limited housing stock over the coming years. The new proposals areaimed at rewarding hard working residents with a long local connection to the borough, who make a positive contribution to the community.&lt;/p&gt;
&lt;p&gt;
	This council wants to give people a &amp;lsquo;hand up and not a hand out&amp;rsquo;.The council fundamentally believes that social housing should be platform for aspiration which enables progression into other forms of housing, such as low cost home ownership, rather than destination in its own right.&lt;/p&gt;

	Residents and other interested parties may question why we are proposing such radical changes in what are economically challenging times. Our response is a simple one: if we are serious about building strong, mixed and sustainable communities that help drive economic growth and community cohesion, we need to be radical in our approach. This approach includes giving greater priority to people seeking for affordable housing who are contributing to the economy and the wider community.&lt;/p&gt;

	This consultation is split into four distinct sections so that you can comment on each of the major facets that make up the proposed new approach.&lt;/p&gt;

Following on from the Consultation results obtained from the Wormholt Park Fun Day, held on September 22, 2012, and the Wormholt Park Consultation, through Citizen Space from October 10th to October 29th, 2012.&lt;/p&gt;
&lt;p&gt;The council, along with the local community group, the Friends of Wormholt Park, are working on plans to regenerate this park and have started to produce initial ideas. The aim of this stage of the refurbishment of the park is to decide a design that all users have contributed to.&lt;/p&gt;

	&lt;u&gt;Statement of Licensing Policy Review 2012 - Consultation&lt;/u&gt;&lt;/p&gt;
&lt;p&gt;
	The Licensing Act 2003 requires the Licensing Authority to publish a statement of licensing policy. This policy should be used as a guide in decison making with regard to licensing matters.&lt;/p&gt;
&lt;p&gt;
	Recent changes to the&amp;nbsp;Licensing Act 2003, which came into effect at the end of April 2012, have meant that the Council&amp;#39;s current statement of licensing policy is factually incorrect in a number of areas.&lt;/p&gt;
&lt;p&gt;
	In light of these changes the entire policy has&amp;nbsp;now been reviewed and updated.&amp;nbsp;Any changes made to the policy are purely technical rather than changes to the principles of the policy.&lt;/p&gt;
&lt;p&gt;
	An amended version of the policy is attached below. Any additions to the wording of the policy have been highlighted in red and any areas which are to be deleted have been shown as crossed through.&lt;/p&gt;
&lt;p&gt;
	A shorter, three week consultation, has been proposed&amp;nbsp;for these amendments due to the need to update the policy as quickly as&amp;nbsp;possible.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

			<title>Fulham Road / Wansdown Place – Pedestrian Crossing Facilities</title>

&lt;p&gt;In 2010 Transport for London (TfL) have reviewed all 6000 traffic signal installations in London and have identified four sites within the Borough that they considered can be removed. The Puffin crossing at Wansdown Place is one of the four sites identified and last year we carried out a similar consultation which resulted in the removal of a pelican crossing in Shepherd&amp;rsquo;s Bush area.&lt;/p&gt;
&lt;p&gt;The plan attached shows this crossing and its close proximity to the Puffin crossing outside Fulham Broadway.&lt;/p&gt;
&lt;p&gt;Our surveys show that, the crossing outside Fulham Broadway shopping centre is used more and has a better safety record than the crossing at Wansdown Place. It would seem that the crossing could be removed without causing inconvenience to pedestrian movement over Fulham Road.&lt;/p&gt;
&lt;p&gt;I would like to hear your opinion on the proposal to remove the pelican crossing at Wansdown Place. We believe the benefits of this proposal are;&lt;/p&gt;
&lt;p&gt;&amp;bull; A simplified road layout and increased driver compliance.&lt;br /&gt;
&amp;bull; A reduction in annual operational and maintenance costs.&lt;br /&gt;
&amp;bull; Less static queuing traffic on Fulham Road resulting in better air quality through reduced CO2 and other emissions.&lt;br /&gt;
&amp;bull; A reduction on street clutter providing an improved walking environment.&lt;/p&gt;
&lt;p&gt;This opportunity to review the removal of crossing facilities has arisen from TfL. The cost of any amendments to the crossings, regardless of the results of this consultation, shall be subsequent from TfL budgets.&lt;/p&gt;

			<description>[Closed on 11 April 2013]&lt;p&gt;This consultation exercise is seeking your views on the Draft Earls Court and West Kensington Local Lettings Plan. We have sent you a paper copy of this document in the post. You can also open a copy of the document on this webpage. When completing your responses to the questions that we ask, we suggest that you have a copy of the document to hand to refer to.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;There has been considerable discussion and debate about the decision to include the West Kensington and Gibbs Green Estates in the wider Earls Court and West Kensington regeneration scheme. As you will know, the decision has now been made to include the estates in the scheme and the Council has signed the Conditional Land Sale Agreement with the developer. This &amp;nbsp;will involve the eventual sale of the land on which the estates are built to Capital Counties &amp;ndash; in order to facilitate the regeneration of the area.&amp;nbsp; The Council will need to achieve &amp;lsquo;vacant possession&amp;rsquo; of the estates on a phased basis. This means you will need to move home. &amp;nbsp;It is our intention that you have to move home only once. The Local Lettings Plan Consultation Draft sets out how the Council&amp;nbsp; intends to rehouse all eligible tenants.&lt;/p&gt;
&lt;p&gt;For most eligible tenants, your new home will be on Seagrave Road or on the Earls Court and West Kensington development itself. The first new replacement homes will be provided on the Seagrave Road site. The developer has planning permission to build 808 homes on this site, 200 of which will be replacement homes for eligible residents. A number of eligible&amp;nbsp;tenants may wish to have an alternative housing option and we will work with them where possible to achieve a satisfactory outcome.&lt;/p&gt;
&lt;p&gt;The first 150 of these homes on Seagrave Road are expected to be ready for occupation in &amp;nbsp;2015/16. This will enable the start of the first phase of the final Local Lettings Plan. &lt;strong&gt;Please note, that no decision has been made on who will be allocated homes at Seagrave Road.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Once Seagrave Road is complete and residents have been rehoused to this phase, the next phase will follow. The re-housing of the estate will be carried out in stages (phases). There are no set timescales for the development process, but it is anticipated that the phasing will happen over a 10-20year period.&lt;/p&gt;
&lt;p&gt;The questions in this survey&amp;nbsp;follow the section numbering in the Local&amp;nbsp;Lettings Plan document. This&amp;nbsp;Local Lettings Plan consultation draft centres on how we intend to help you move home.&lt;/p&gt;
&lt;p&gt;Some sections of the document set out the background of the scheme, for example, Section 1. &amp;lsquo;Summary&amp;rsquo;; Section 2 &amp;lsquo;Background&amp;rsquo;; and &amp;nbsp;Section 3 &amp;lsquo;Vision&amp;rsquo;.&amp;nbsp; Section 4 &amp;lsquo;Key Commitments&amp;rsquo; repeats the commitments we have already given to tenants.&amp;nbsp; We have not asked questions about these sections but if you have any points you wish to raise, please do so.&lt;/p&gt;
&lt;p&gt;We have focused our questions on what, we believe to be, the key issues for tenants that is,&amp;nbsp;Sections 5, 9,&amp;nbsp;10, 11, 12, 14&amp;nbsp;&amp;amp; 15 of the document which deal with, the phasing and reprovision of homes and general rules and conditions.&lt;/p&gt;

	Following the Western Extension of the Congestion Charge zone in 2007 and the opening of Westfield Shopping Centre in 2008,&amp;nbsp;CPZ CC was introduced immediately adjacent to Shepherd&amp;rsquo;s Bush Green on its South side. Zone CC has parking controls of Monday - Sunday, 9am to 8pm, with a 2 hour maximum stay period for Pay &amp;amp; Display visitors. Residents&amp;#39; visitors can park free of charge on Sundays by activating the Smart Visitor Permit.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
	The Council therefore wants to hear from you as to your preferences by Friday&amp;nbsp;24 February 2012.&lt;/p&gt;

	Resident feedback will be used and reported anonymously by the council but from time to time we may invite&amp;nbsp;residents to come together as a group to discuss their experience of services.&lt;/p&gt;

	Your comments will help the council to shape plans for the way that it manages its housing approach and its own limited housing stock over the coming years. The new proposals areaimed at rewarding hard working residents with a long local connection to the borough, who make a positive contribution to the community.&lt;/p&gt;

	This council wants to give people a &amp;lsquo;hand up and not a hand out&amp;rsquo;.The council fundamentally believes that social housing should be platform for aspiration which enables progression into other forms of housing, such as low cost home ownership, rather than destination in its own right.&lt;/p&gt;

	Residents and other interested parties may question why we are proposing such radical changes in what are economically challenging times. 			<description>[Closed on 25 May 2013]&lt;p align="justify"&gt;&lt;font size="2"&gt;The Council is planning to carry out transport and streetscape improvements in the Ravenscourt Gardens with the main focus being the introduction of a 20mph speed limit in the area. The Ravenscourt Gardens Resident Association has previously raised concerns about speeding traffic but wanted minimal traffic calming features.&lt;/font&gt;&lt;/p&gt;
&lt;p align="justify"&gt;&lt;font size="2"&gt;The proposal is for a 20mph limit which will cover the entire Ravenscourt Gardens and Ravenscourt Park starting north of Hamlet Gardens. Please see the attached map for the extent of the proposed 20mph speed limit.&lt;/font&gt;&lt;/p&gt;
&lt;p align="justify"&gt;&lt;font size="2"&gt;The difference between a 20mph limit and a 20mph zone is that a 20 mph zone requires traffic calming devices to legally support it whereas a 20 mph speed limit is an area where the 20 mph limit is supported solely by signage.&lt;/font&gt;&lt;/p&gt;
&lt;p align="justify"&gt;&lt;font size="2"&gt;Other transport and streetscape improvements proposed in Ravenscourt Gardens include:&lt;/font&gt;&lt;/p&gt;
&lt;ul&gt;
	&lt;li align="justify"&gt;
		&lt;font size="2"&gt;Accessibility improvements, including de-cluttering by replacing the existing guard railing opposite Ravenscourt Square with new Streetsmart &amp;quot;Hammersmith&amp;quot; bollards. Additional bollards will be installed at areas where pavements have been damaged by vehicles mounting the footway. As highlighted in the attached plan, other areas of footway, drop kerbs and crossovers will be improved.&lt;/font&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p align="justify"&gt;&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;
	&lt;li align="justify"&gt;

	In February 2011 the council launched its &amp;quot;Get H&amp;amp;F Moving&amp;quot; campaign and introduced plans to improve traffic flow and reduce congestion at the junction of Fulham Palace Road and Hammersmith Gyratory. This was successfully implemented in March 2012.&lt;/p&gt;
&lt;p&gt;
	Following on from this scheme we are pleased to inform you that the council has secured further funding from Transport for London (TfL) to improve traffic flow and pedestrian safety along the Fulham Palace Road and Fulham High Street corridor.&lt;/p&gt;
